Thomas W. McCarroll Named Vice President Regulatory Affairs for Verizon New York, Connecticut

ALBANY, N.Y. - Verizon Communications has named Thomas W. McCarroll vice president of regulatory affairs for Verizon New York and Connecticut. He replaces William R. Allan, who has been named president of Verizon Delaware.
McCarroll, 46, currently serves as a director of regulatory affairs for Verizon New York, a position he has held since 1996. He also served as a director of labor and employee relations for NYNEX Mobile, a predecessor company of Verizon Wireless, prior to joining the regulatory affairs team in Albany.
As vice president for regulatory affairs, McCarroll will be responsible for coordinating Verizon's relationship with the New York Public Service Commission and various state agencies. He will represent Verizon on all company-related policy, financial and operational issues being considered by the commissioners and senior staff at the PSC.
"Tom McCarroll has developed a depth of knowledge about our business that will prove invaluable to Verizon as we move through a period of tremendous change in the telecommunications industry," said Paul A. Crotty, president of Verizon New York and Connecticut. "Under his leadership in Albany, Verizon will continue to work closely with New York regulators in addressing the changes in our industry and how the state's competitive market has become the dominating influence on our business."
McCarroll began his telecommunications career in consumer and business sales for New York Telephone in 1981 and also held positions of increasing responsibility in labor relations for the company before joining NYNEX Mobile in 1993. There he was involved in directing transition planning for the merger of NYNEX Mobile and Bell Atlantic Mobile.
In 1995, McCarroll returned to New York Telephone as staff director for NYNEX consumer sales and was named director of regulatory affairs for New York the following year. He has been responsible for representing the company on a variety of operational and policy issues, including Verizon's entry into the long-distance business, wholesale market development, technology changes and service quality.
McCarroll holds an M.B.A. from Syracuse University and a master's degree in labor policy from SUNY Empire State. He has three children, Alexandra, John and Ryan, and lives in the Albany County community of Delmar with his wife, Karen.
